I found out today
"Mentor L4395 dived into the ground on the 21st March 1940 near Hinckley, the Pilot Sgt.
R C Edwards and a civilian casualty employed by the Camouflage Department, an attached unit of 24
Squadron, were both killed."
AVIA W745 L4395 Mentor 21/03/1940 mentions this incident
I strongly suspect "civilian casualty employed by the Camouflage Department" is John F D Tanqueray not on CWGC aged 46 who appears to be Canadian and was in 1930's a member of the City of Vancouver Town Planning Commission. It looks like his experience would be good for the Camouflage Department

I can confirm your guess from No. 24 Squadron ORB.
I quote : "21.3.40 Sgt EDWARDS was killed when the MENTOR L4395 which he was piloting crashed at Barbage [not sure of the first letter...] wood near HINKLEY. The only other occupant was Mr TANQUERAY, camouflage department, Air Ministry, who was also killed."
