Default Heavy Conversion Unit navigation exercises

In early 1944, a Halifax with a trainee aircrew on a night navigation exercise, flew straight in to a mass of cu-nim which led to 6 casualties. Who authorised this type of flight on a HCU in 1943-1944? I cant figure out why the crew were unaware of the weather conditions and flew straight in to the storm rather then turn back - they were all qualified to fly as a crew and were just converting on to 4 engined bombers. Perhaps they were permitted to sef-authorised this type of flight? I fear there's something I'm missing!
