I wonder what were the tasks of the Controller of Research & Development (CRD) during WW2.

Anybody would be able to tell me more about that?

I can't answer your question in full, but AIR69/1391 might give a clue ('Some aspects of aircraft development and production' by Air Marshall Sir Ralph S Sorely, Controller of Research and Development, Ministry of Aircraft Production'.) I simply entered 'Controller' in the NA search engine.
