Default WAAF Service numbers - enrolment by I of R?

In the process of researching Danes who volunteered for the Royal Air Force, I am also researching a number of women in the WAAF. For now I have identified approximately 30 women.

In some cases I have the service number. I find them to fall into to ranges, cf.

    440001 - 450000, Feb 1941, WAAF Gloucester
    2000000 - 2099999, May 1941, WAAF Enrolments by I of R
    2100000 - 2179999, Aug 1942, WAAF Enrolments by I of R

Would anyone know the meaning of "enrolments by I of R"?

    Regards
