Default Weather Fitness Figure (now Colour State)

I'd be grateful for advice as to when 'Weather Fitness' (or Weather Fitness Figure) was first introduced. I believe that this later became 'Colour State'. My reason for asking is that I've been told the concept evolved during WW1, but I suspect this was far too early.

    Brian,
When I was involved Fitness Figures were determined, basically, from Cloud Base (including amount) and Visibility. Each Observing Desk had a large grid, under Perspex, from which the Observer worked out the Primary Fitness Figure. This could then be varied by how far off the Runway In Use was from the wind direction. This, clearly, depended on the cross-wind limits of the a/c involved. Monthly returns were made to HQ - but whether they were just the cloud/vis figure, or included the off runway variation I can't remember.

Thank you, Peter, but what I'm really after is the history of the concept and, specifically, when it was introduced.
