Default P/O Stanley Thomas 514 Sqn Explanation of Record

In the columm "Miscellaneous " the following appears unclear forme

    N21 ACSB. F.2171 7/6/41
    Recommended as Pilot Observer

    Under it :
Not to be employed other than as pilot or observer without reference to Air Ministry (M.7)

What means N21 ACSB a flight or unit ?
    What (M.7)

    Rene,
I imagine M.7 was a post in Air Ministry, although I have no idea what (and who) that post could be. I don't think the (wartime) Air Force Lists contained very detailed information on the multitudinous posts and their incumbents, just the most senior posts. Peace time posts were frequently quite detailed, and also contained the incumbents in overseas commands as well, but that is of no use to you here and now.

I suspect M7 was probably something like 'Manning 7',
