Advice needed.

In October 1940 218 Squadron selected a crew to start a new special type of operation. F/Lt Walter Shaw was chosen to have a completely free hand in selecting, military or none military targets to attack, totally independently of the squadron. He was given full latitude as to when to fly on an operation, what time, and in what weather conditions. Shaw had complete control over everything, he would be allowed operate outside the squadrons usual operation restrictions.

Was this free-roving type of latitude prevalent in other Blenheim squadrons during this time?
