    Can anyone explain Foster and Hawkins I this list?

    Army numbers ?

    73940 RAF is Meredith Wayland Brown of the Met Branch.

    Foster is a bit more involved
    Army number but

    Yes but it's also one of his Admiralty reference numbers.

    If you download this record and look on the last page it's updated to include his CB CMG post nomials
    Midshipman 1100
    Sub Lt 001886 - confirmed by first page
    Lt 01571

    RN used different record systems between regular/reserve and changed record number when transferred.
