Not sure if it's the same chap, but I thought he would be William J Brett, aged 42, registered Holborn, April 1940. Africa House is at 70 Kingsway, Holborn, right next to Holborn tube station.

1009. J. MCARTHUR Enlisted 30 July, 1901. Formerly 7666 Private 2/Royal Scots. Transferred to RFC 25 July, 1913. Was 2AM with the Aircraft Park in August, 1914 but did not serve overseas until 3 March, 1915 earning 1914/15 Star Trio. Promoted Flight Sergeant (Driver MT) 1 July, 1916 and was Chief Mechanic (Driver) in April, 1918 RAF Muster Roll. Awarded one of the first six RAF L.S.&G.C. medals as Flight Sergeant w.e.f. 30 July, 1919 vide A.M.O. 1123 of October, 1919 (see No. 28). Served in Mesopotamia in 1920 as Flight Sergeant with 30 Squadron. Awarded General Service Medal (Iraq).
