    Thanks for everyone’s help. Vol III has considerable detail on the committees involved in overall strategy and target planning as well as the communication between Portal and Harris. The treatment of the Oil Campaign is quite extensive. So many subsequent histories refer to Webster and Frankland on these topics, I wanted to see for myself what they said, so thank you.
