Hello Tom,
From "R.A.F. Flying Training and Support units since 1912" by Ray Sturtivant and John Hamlin, No 1 Balloon school of instruction was formed in July 1916 at Rollestone Camp, Larkhill, under control of Balloon training Wing. Redesignated No. 1 Balloon Training School on 15th April 1918.
No. 1 Balloon Training School formed 15 April 1918 ex No. 1 Balloon School in No. 2 Balloon training wing at Rollestone Camp, Larkhill, to work with the Army. 6 May 1919 absorbed No. 59 Balloon section. Became school of Balloon training 16th March 1920.
So it seems it was always at Larkhill.
