What is a CC Commission?

I've not been able to find it, but have a feeling this has come up before - just exactly what is a CC Commission?

I think it's a "class C" commission, but I'd be at pain to explain exactly what it means, especially in foreign language (for me). Sure others will be able to explain with simple words.
