HE Later became an officer and qualified as a pilot .

This page of Flight magazine presents the award as one of a group of awards but does not provide an indiviual citation:
    http://www.flightglobal.com/pdfarchive/view/1940/1940%20-%201735.html?search=horry&tracked=1

I cannot seem to get the other names on that page to return from the gazette searchs

Tavender found the recommendation in Air 2/9412 aqnd published it in his second magnum opus. Drafted 21 April 1940, Leading Aircraftman Frank William Horry, No.9 Squadron:

"Leading Aircraftman Horry has been an Air Gunner in the squadron since the outbreak of war and has been engaged on many active operations against the enemy. He has shown continuous and exceptional gallantry on every occasion on which his aircraft has been attacked and has no doubt accounted for more than one enemy fighter. When attacked by the enemy and his aircraft severely damaged, he has continued to use his guns effectively. He has shown great courage and devotion to duty."

    Remarks by Station Commander:

"This Air Gunner was credited with bringing down two enemy aircraft in the Heligoland Bight action of 18th December 1939. He has shown a very fine fighting spirit when under fire and his general bearing has been a very good influence on the other gunners over a long period. This award is strongly recommended."
