There's only one Frank Orriss on the CWGC and so this seems to be your man:
"A Suffolk man, Frank was drafted into the London Scottish – though Margaret has no idea why - and survived the First War but was killed during the Second when a bomb landed on their house in East London."

(page 27 - there's a picture of him from WW1)
and
"Frank ORRISS died in Walthamstow in 1940"

Hi Henk
Orriss,44, is registered at Essex SW which would cover parts of the East End of London N of the Thames and is consistent with a Balloon Sqn with HQ in the East End
Regards

Frank Orriss was my grandfather, a corporal in the RAF. He was a balloon operator in A Flight of 909 Squadron, based in East Ham. He was killed on the night of Wednesday 16th October 1940, when a German land-mine fell on the family home (77 The Risings, Walthamstow, east London).
I am happy to provide further information to those with a legitimate interest.
Mark.
