OUTEN, Vivian George Ivor, F/L (103538, RAFVR) - No.514 Squadron - Distinguished Flying Cross - awarded as per London Gazette dated 26 October 1945. Born 1 December 1907 at Bedhampton, Hampshire, Educated in Portsmouth. Enlisted September 1939 (902785). Commissioned 19 August 1941. Commissioned in Secretarial Branch, 23 June 1949; permanent commission as Flight Lieutenant in that branch, 13 January 1952. Retired 11 December 1962 as Flight Lieutenant, “retaining the rank of Squadron Leader”. Died January 1985 in Barnstaple, Devon. Citation from Air Ministry Bulletin 20047.

As wireless operator, this officer has taken part in many attacks against heavily defended targets in Germany, On one occasion, during an attack on Le Havre, his aircraft was hit by anto-aircraft fire and badly damaged, both Flight Lieutenant Outen and his pilot being wounded. Despite this, the pilot, ably assisted by Flight Lieutenant Outen, flew the crippled bomber safely to base. As signals leader, this officer has set a high standard by his technical efficiency, enthusiasm and steadfast devotion to duty.
